At least 29,000 people lost electricity before crews began urgent repair work.
Kiper said generators kept critical facilities running while restoration efforts progressed.
Zelenskyy Reports Heavy Russian Casualties
President Volodymyr Zelenskyy condemned Russia’s third large-scale assault in a week, accusing Moscow of prolonging the war deliberately.
He highlighted “heavy losses” for Russian troops in Pokrovsk, where Moscow concentrated its strongest push.
Zelenskyy stated Ukrainian units executed their operations in Donetsk while “methodically destroying” invading forces.
He reported Russia lost over 290,000 soldiers killed or wounded in just eight months.
